It's really difficult to get a refund.
Go here, go there... Did you take the JR? Go to Keisei...
I also searched for a blog post about "refunding Pasmo at the airport" and went to the place it said to go.....
Ugh...
I almost cursed at the end. My legs were hurting too.
I hope others reading this don't have the same experience...
1. Go to the B1 floor of Narita Airport Terminal 1.
The Pasmo refund location is in Terminal 1.
I got off at [Narita Airport Terminal 1] after taking the Narita Express from Tokyo.
The [Narita Airport Terminal 2 & 3] is a different station, and the Korean Air check-in and gate are at Terminal 1!
This is because I arrived via the Narita Express, but the refund office is on the B1 floor.
Take the escalator up to the B1 floor!
This is where you pass the yellow JR PASS. You'll need to return your ticket here.
2. Go directly to the ticket office next to the blue Keisei ticket gate.
You can get your Pasmo refunded at the ticket office booth next to the ticket gate.
The blog post I read said to go to the [Keisei Ticket Counter] in the picture below, but that's not the right place. I hope no one else wastes their time looking for the blue Keisei company and going to the place in the picture below.
I went back and forth 5 times because of this... (WTF)
This ticket counter is large, so you'll probably see it first from anywhere.
Just walk straight ahead 50m from here, and you'll see the blue booth next to the ticket gate in the picture above.
3. If your last used line was the JR line, you need to visit the [JR Line] ticket office next to the ticket gate in the picture below first.
My last line was Tamachi Station on the JR Line.
Go to the JR Line ticket office (red) to the right of the ticket office (blue) where you get your Pasmo refunded.
When trying to get a refund for your Pasmo, if your last station was on the JR Line, they'll ask you to tap your card on a square card machine, return your card, and then go back to the Keisei company.
Then, go back down...

I wanted the pink one, but haha...
Apparently, if you have a remaining balance on a Suica, they deduct 200 yen before refunding it. It also offers discounts on the JR Line, so if you use the JR Line a lot, it might be a good choice... But the Pasmo design is the best! Much prettier!!!!

Why can't the airport staff speak even a single word of English...?
It's really frustrating.
It's Tokyo, an international city.
It's Narita Airport.
How can the ticket office staff not speak a word of English?
They only answer in Japanese... It's truly frustrating.
To avoid getting frustrated like I did, I'll summarize how to get your refund in one go!
1. If your last used station was not on the JR Line
(1) Go to the ticket office to the right of the ticket gate for the blue Keisei Line. You can get a refund for both the deposit and remaining balance.
2. If your last used station was on the JR Line
(1) Go to the ticket office to the left of the ticket gate for the red JR Line. If you tell them your last station was on the JR Line, they will ask you to tap your card on something and then return it to you.
(2) Take the returned card and go to the ticket office to the right of the blue Keisei ticket gate to get a refund for both the deposit and remaining balance.
